Stellantis Targets Affordable Electric Mobility with New “E-Car” European Small EV programme

Stellantis has announced plans to launch a new small and affordable electric vehicle programme in Europe, aiming to expand access to low-emission urban mobility while supporting regional manufacturing and automotive employment.

Stellantis has announced a new small electric vehicle programme designed to support wider electric vehicle adoption across Europe through affordable, city-focused mobility.

The company said production of the new E-Car range is expected to begin in 2028 at its Pomigliano d’Arco plant in Italy.

According to Stellantis, the “E” in E-Car stands for “European, Emotion, Electric and Environmental friendliness”, with the programme focused on delivering compact battery electric vehicles produced in Europe for European consumers.


Focus on affordable electric mobility and regional manufacturing

Stellantis said the project responds to the decline of the small affordable car segment in Europe while supporting the transition toward fully electric urban mobility.

The initiative has been recognised by the European Commission for its potential to support European design and manufacturing jobs while contributing to broader EV adoption.

The E-Car programme is positioned around what Stellantis described as the tradition of European “people’s mobility”, combining affordability with electric propulsion and compact vehicle design.

“The E-Car is a concept that finds its natural match in the small car success that runs deep in our European Stellantis DNA,” said Antonio Filosa, CEO of Stellantis.

“Our customers are calling for a revival of small, stylish vehicles, proudly produced in Europe, which are also affordable and environmentally friendly. Stellantis is answering their call with exciting new models for multiple brands. Production is expected to start in 2028 in our Pomigliano (Italy) plant.”

Italian production site central to programme strategy

The Pomigliano d’Arco plant in Italy has been selected as the production location for the E-Car programme.

Stellantis said the facility has a long history of manufacturing affordable European vehicles, including the Fiat Panda and assigning the project to Pomigliano could support significant production volumes as demand for smaller electric vehicles grows across Europe.


Technology partnerships aimed at improving EV affordability

The new E-Car models will incorporate battery electric vehicle technologies developed with selected partners and the partnership approach is intended to support affordability while accelerating time-to-market for the new models.

The company described the vehicles as combining compact design with electric mobility technologies suited to everyday urban transportation needs.
